She later directed the Federal Programs Division at the Hispanic College Fund in Washington\, D.C.\, designing programs that prepared underserved students for high-impact careers. Holly holds a Master's in International Economic Development and served as Director of Graduate Studies in Economic Development at The Catholic University of America.\n\n \n\nWith two decades of experience helping communities welcome and integrate newcomers\, Holly became North Dakota's State Refugee Coordinator in 2021. In 2024\, she was elected to the State Coordinators of Refugee Resettlement (SCORR) executive board\, where she collaborates with peers across the nation and federal agencies to shape refugee resettlement and newcomer integration policy.\n\n \n\nSERIES CONTEXT\n\nThis event is part of GNDC's Policy Development Process as we prepare for the 2027 Legislative Session. Input from these discussions will help guide GNDC's Member Councils and overall policy positions.
