    Dirty Truth Behind the EPA’s New Clean Power Rule
    When the Environmental Protection Agency (EPA) issued its Clean Power Plan in early August, it’s probably safe to say that everyone in the industry and government was shocked. The rule that was released looked nothing like the proposed one that everyone was working from. The reality is, this rule is much, much worse for North Dakota than anticipated.
     
    Looking back on how the rule was developed, in 2014, the EPA told North Dakota that the agency would require an 11 percent cut in carbon dioxide emissions by 2030 to meet the new EPA-imposed national goal. The EPA went to great lengths to explain how it studied each state’s unique circumstances and resources.  One year later, the EPA not only moved the goal posts, but also the ball – and left the stadium and changed the game – by requiring North Dakota to implement a 45 percent reduction: Four times the proposed rule. This after no notice, no hearings, no explanations; the rules changed, and under the new rules, North Dakota can’t play the game.
