PRESENTER BIO
JOE MORRISSETTE - the Director of the North Dakota Office of Management and Budget, a role he previously held from 2018–2023 before returning in December 2024 under Governor Kelly Armstrong.  A Certified Public Accountant since 1990, Joe has nearly 30 years of experience in state budgeting, revenue forecasting, and tax policy.  His background includes serving as Deputy Tax Commissioner and holding key fiscal management positions across both the executive and legislative branches.  Joe is a graduate of the University of Mary, where he later taught governmental accounting and tax courses.
