WHY THIS ISSUE
Immigration is a vital component of North Dakota’s economic and workforce strategy. As businesses continue to face labor shortages, newcomers bring skills, perspectives, and talent that strengthen our communities and industries. For employers, understanding immigration resources is essential to maintaining workforce availability, supporting community stability, and ensuring long-term growth.
This session will help members explore the connection between immigration/New American resources and business success. It also serves as a valuable introduction: learn who to contact, what resources exist, and get your questions answered directly.

PRESENTER BIO
HOLLY TRISKA-DALLY – North Dakota State Refugee Coordinator began her career as a Peace Corps volunteer promoting sustainable economic development in Nicaragua and Guatemala. She later directed the Federal Programs Division at the Hispanic College Fund in Washington, D.C., designing programs that prepared underserved students for high-impact careers. Holly holds a Master’s in International Economic Development and served as Director of Graduate Studies in Economic Development at The Catholic University of America.
With two decades of experience helping communities welcome and integrate newcomers, Holly became North Dakota’s State Refugee Coordinator in 2021. In 2024, she was elected to the State Coordinators of Refugee Resettlement (SCORR) executive board, where she collaborates with peers across the nation and federal agencies to shape refugee resettlement and newcomer integration policy.
SERIES CONTEXT
This event is part of GNDC’s Policy Development Process as we prepare for the 2027 Legislative Session. Input from these discussions will help guide GNDC’s Member Councils and overall policy positions.
